Education Requirement:

  • PhD in Engineering, Software Engineering, Network Engineering, or a related field.
    (Alternatively, candidates with significant tactical network expertise will be considered.)

Experience Requirement:

  • A minimum of 20+ years of engineering experience (Software, Network, Satellite, or RF Engineering), with at least 7 years of experience at the PEO/PM level in Tactical Network.

Job Description:

We are seeking a Chief Executive Science professional with deep expertise in tactical network engineering to provide high-level technical leadership and engineering support for tactical network systems. The candidate will support the development, testing, evaluation, and integration of modern communication technologies into Army networks, collaborating with senior leaders across various Army stakeholders and ensuring the delivery of robust, scalable, and efficient network solutions.

The individual will engage in supporting Capability Set (CS) and Integrated Tactical Network (ITN) activities, guiding strategic planning, risk assessments, and technical evaluations, and providing technical expertise in designing and implementing networking solutions for tactical communications.


Key Responsibilities:

  • Electronics Engineering Processes: Develop and oversee electronics engineering processes, procedures, and best practices across software, network, RF, and satellite systems.
  • Technical Leadership: Provide high-level technical guidance on the architecture, performance, and modernization of the Army’s tactical network capabilities.
  • Collaboration: Coordinate with Army stakeholders including PEO C3T, ACM, other PMs, PdMs, and Army-wide organizations, ensuring interoperability and effective integration of new technologies.
  • Technical Assessments: Perform in-depth evaluations of network performance and designs, supporting technical and risk assessments to ensure efficiency and sustainability in tactical network systems.
  • Acquisition Support: Review acquisition documentation (e.g., mission needs, operational needs, ICDs, CDDs, CPDs, etc.) and contractor proposals for technical accuracy, ensuring they meet Army requirements.

Required Expertise:

  • Network Engineering: Extensive experience in network design and architecture, especially in LANs, VLANs, IPv4/IPv6, and routing protocols (e.g., BGP, OSPF).
  • Transport & Tactical Networks: Expertise in tactical network transport architectures, with hands-on experience in network protocol analysis tools such as Sniffer or Wireshark.
  • Commercial Communications Equipment: Knowledge of commercial communication systems and their application within Army tactical networks.
  • Virtualization: Experience with VMware and other virtualization technologies.
  • RF Engineering: Deep understanding of RF engineering, voice/data transmission, and backbone networks within tactical communication electronics.
  • Modernization & Integration: Provide technical support to modernize communications, evaluating and integrating new technologies to enhance tactical network capabilities.

Qualifications:

  • PhD in Engineering or a related field (alternatively, significant experience in tactical network engineering may substitute for educational requirements).
  • 20+ years of experience in software, network, satellite, or RF engineering, with at least 7 years of experience working at the PEO/PM level with tactical networks.
  • Expert-level knowledge in LAN/VLAN design, routing protocols, IPv4/IPv6 addressing, and multicast configurations.
  • Proficiency in using network analysis tools such as Wireshark or Sniffer for performance evaluations.
  • Strong communication skills to lead collaboration with senior stakeholders across the Army and various contractors.
