Job Description:

The Budget Analyst, Entry, will perform a variety of budgetary functions to implement the organization's budgetary programs, policies, and procedures. This position involves analyzing and formulating program requirements and supporting the effective management of budgets throughout the procurement and budget cycles.

Key Responsibilities:

• Analyze and formulate program requirements to support the organization's budgetary objectives.
• Prepare, monitor, justify, and defend budgets, ensuring alignment with organizational goals and regulatory requirements.
• Track acquisition schedules and program milestone schedules to ensure timely execution of projects.
• Monitor and track obligations and expenditures throughout the contract execution phase, ensuring compliance with financial policies.
• Initiate and track procurement and budget documentation during the procurement and budget cycles, ensuring all records are accurate and complete.
• Support a wide variety of budgetary reports, ranging from simple data calls to more complex work products, providing insights and analysis as needed.
• Manage budget and funding execution utilizing GFEBS (General Fund Enterprise Business System) and LMP (Logistics Modernization Program).
• Work collaboratively with Program Analysts to balance budgetary and funding requirements effectively.
• Create execution documents, including Military Interdepartmental Purchase Requests (MIPRs), Procurement Work Directives (PWDs), and funding reports.
• Consolidate the accuracy of budget data estimates through statistical techniques such as extensions, averages, and trend analysis of historical data.
• Monitor and track obligations and expenditures for assigned activity accounts using related budgetary forms, schedules, and reports.
• Verify that obligations and expenditures occur in a timely manner according to the annual work plan and regulatory controls, and remain within programmed amounts.
• Independently resolve any budgetary discrepancies that arise, ensuring accurate financial reporting.

Qualifications:

• Experience: Previous experience in budget analysis or a related field is preferred but not required. Experience in government budgeting processes is a plus.
• Skills: Strong analytical skills with a focus on budgeting and financial management; proficiency in financial software and tools (e.g., GFEBS, LMP); effective communication skills, both written and verbal; attention to detail and accuracy; ability to work independently and as part of a team.
