Program Analyst, Intermediate I

Job Title: Program Analyst, Intermediate I
Security Clearance: Secret
Education: Bachelor’s Degree in Accounting, Business, Economics, or a related field

Experience: Minimum of two (2) years of relevant experience in a program analyst role with the DoD, specifically in support of the Planning, Programming, Budgeting and Execution (PPBE) process. Experience must be with a DoD Program Executive Office (PEO), Project Manager (O6 PM), or Product Manager (O5 PdM). Additional four (4) years of related experience can substitute for the bachelor’s degree requirement.

Key Responsibilities:

  • Provide program analysis support for all phases of PPBE, including Program Objective Memorandum (POM), Strategic Portfolio Analysis Review (SPAR).
  • Prepare POM/SPAR briefing charts and Congressional Justification for the President’s Budget (PB) and Budget Estimate Submission (BES) formulation.
  • Organize and support briefings of the Congressional Justification material; prepare and update briefing charts for the Army Program Budget Briefings (APBB).
  • Develop and maintain spend plans for PM TN programs using Government-required tools and databases.
  • Monitor and report on execution; record transactions and maintain all business, technical, acquisition, and financial information in Project Management Resource Tools (PMRT) using required PMRT modules.
  • Prepare responses to data calls from higher Army headquarters.
  • Perform extensive coordination with Program Managers, other PEOs, DA staff, and industry personnel throughout all phases of assigned project life cycles.

Qualifications:

  • Strong analytical skills with the ability to interpret complex financial data.
  • Excellent communication skills, both written and verbal, for effective coordination and presentation.
  • Proficient in using PMRT and other relevant databases and tools.
  • Detail-oriented with strong organizational skills.
