Contracts Specialist, Journeyman I

Education Requirement:

  • Bachelor’s Degree in Business, Economics, or a related field preferred.

Job Description:
The Contracts Specialist, Journeyman Level I, will assist in the preparation and review of acquisition documents for Government approval. Responsibilities include drafting and reviewing documents such as:

  • Service Contract Approvals (SCAs)
  • Performance Work Statements (PWSs)
  • Statements of Work (SOWs)
  • Statements of Objective (SOOs)
  • Labor Category Descriptions
  • Justification and Approval Documents (J&As)
  • Independent Government Cost Estimates (IGCEs)
  • Quality Assurance Surveillance Plans (QASPs)
  • Acquisition Plans (APs)
  • Acquisition Strategies (ASs)
  • Limited competition memos (e.g., use of non-DoD contract vehicles)
  • Sole Source Justifications

The position requires participation in the proposal evaluation process and providing post-award support to Program Management (PM) by preparing monthly status updates, tracking funds expended, and conducting variance analyses. These analyses will identify significant issues that require Government action.

Additional duties include facilitating the processing of contract invoices through Wide Area Work Flow (WAWF), entering data into the portfolio management database, reviewing it for accuracy, and generating validated reports.

Key Responsibilities:

  • Assist in the preparation of acquisition documents reflecting technical and operational requirements.
  • Support the proposal evaluation process.
  • Post-award contract management, including tracking project status and funds.
  • Invoice processing using WAWF.
  • Data entry and validation in portfolio management databases, providing accurate reports.

Preferred Skills and Qualifications:

  • Strong organizational and communication skills.
  • Attention to detail and ability to handle multiple tasks.
  • Knowledge of government acquisition processes and contract documentation is a plus.

Work Schedule:

  • Full-time position with a standard 40-hour workweek.
