Force Management Strategic Analyst

Department: Solutions Dev and Integ
Office: Fort Eustis

Candidates must have an active Secret clearance and verify, before applying, that you meet the minimum requirements of the position.

Target salary range: $95k-$115k. The estimate displayed represents the typical salary range for this position based on experience and other factors.

A successful candidate for this position will have a deep and wide understanding of force generation and force management processes used by the United States Army. An applicant should have at least 5 years of Army Force Management experience at HQDA and/or on a major Army Command HQ staff. His/her duties will include but are not limited to; Analyze, coordinate, refine and develop recommendations on requirement generation and force resourcing matters. Support the Army's Total Army Analysis, Army Command Plan process and Force Validation. He/she should have a working knowledge of DOTMLPF analysis, risk analysis and implementation. Examples of tasks are, but not limited to:

  • Serve as the subject matter expertise regarding requirements and authorization documentation. Duties shall include, but are not limited to, the analysis, coordination, refinement and development of recommendations on requirements and authorization documents.
  • Support the force management decision making process via a client-approved, structured methodology that includes and incorporates professional experience, subject matter expertise, cost-benefit analysis, collaborative effort, critical thinking, sound judgment and rigorous analysis.
  • Produce or review data analysis products to better enable timelier and resource informed decisions. The analyses shall be provided for new, updated, or existing data analysis products prior to TAA resourcing phase for the Force Manager/Action Officer to produce a value proposition.
  • The individual shall be required to provide in analyzing and developing management procedures for all follow-on actions directed.
  • Analyze, coordinate and develop input to the Command Plan process and track implementation through updated MTOEs.
  • Produce or review data analysis products to better enable, more timely and resource informed decisions. The analyses shall be provided for new, updated, or existing data analysis products prior to TAA resourcing phase for the Force Manager/Action Officer to produce a value proposition.
  • Must have an active Secret clearance
  • Should have experience with Structure and Manpower Allocation System (SAMAS)
  • U.S. Army Force Management Support Agency’s (USAFMSA) FMSWeb to extract reports and files
  • Teamwork
  • Ability to collaborate with multiple organizations
  • Proficiency with MS Office Suite, especially Microsoft Excel, Microsoft PowerPoint, and Microsoft Word
  • Excellent attention to detail

  • Excellent oral and written.

Preferred Skills:

  • PMP Certification or equivalent
  • Microsoft Officer Specialist Certification (Excel, Access).
  • Five (5) years’ experience and knowledge working with the methods and used across the entire Army Force Management (FM) process; from the generation of Doctrinal, Organizations, Training, Material, Leadership, Education, Personnel, & Facilities (DOTMLPF) requirements through force designs and in particular the development and fielding of material systems.
  • Three (3) years’ Total Army Analysis Army
  • Sufficient working knowledge to assist Army Force Managers to conduct analysis

Preferred Experience:

  • Five (5) years’ Total Army Analysis
  • Key force management positions held within in OCAR or USARC FM offices, the Headquarters Department of the Army (HQDA) G3/5/7 FM, G8 FD or a major Army Command Staff
  • Army Organizational Server
  • Army PPBE experience

Required Education:

Bachelor’s Degree from an accredited school

Preferred Education:

  • Master’s Degree from an accredited school
  • Graduate of the Army’s Functional Area 50 Course or a graduate of the four-week How the Army Runs Course, formerly the Army Force Management Course
  • Graduate of CGSC or ILE if a former military officer or commensurate Professional Military Education if former military Warrant, Enlisted, or Civil Service.
